Mrs. Chelsea Baldwin became Treasurer of West Liberty-Salem School District in July 2017 after serving as Assistant Treasurer since late 2014. Mrs. Baldwin formerly served 14 years as the Finance Director for a multi-million dollar private non-profit agency. Mrs. Baldwin also served as Treasurer of the West Liberty-Salem PTO and as Treasurer of Citizens for a Stronger Community for several years. She is a member of Ohio Association of School Business Officials. Mrs. Baldwin holds a bachelor's degree in Accounting and General Management from Urbana University which brought her to the area. She and her husband live in the West Liberty-Salem School District with their 2 boys.

The most recent Five-Year Forecast was submitted in October 2018 and it shows a carryover balance from FY18 of $7,798,119, the highest amount in many years. The district is currently in very good financial health. There are several unknowns in the coming years, such as state funding and the impact of the CAUV changes. The district is projected to be deficit spending beginning in FY19, which will use up a portion of the carryover funds. The 1% Income Tax Renewal Levy is anticipated to be on the May 2019 ballot. We want to thank the community for support of this levy over the years. These funds support the Awesome kids we have here at West Liberty-Salem.
Financial Management Recognized
In December 2018 West Liberty-Salem School District received notice that it has earned a bonus from Ohio Bureau of Workers Compensation for calendar year 2017 due to low claims/severity and the district met all requirements for the Safety Council Rebate Program.
